Citation:  1.) The President of the United States takes pleasure in presenting the award of the Distinguished Flying Cross to James W. McNeill, First Lieutenant, Artillery, United States Army, Battery E (Aerial), 82d Artillery, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty in the Republic of Vietnam. First Lieutenant McNeill distinguished himself by exceptionally valorous action on 25 February 1968, while serving as the pilot of an O-1 reconnaissance airplane during a support mission in the Republic of Vietnam. During a firing operation in enemy territory, it became necessary to have a forward observer to adjust the fire support. Although poor weather conditions forced Lieutenant McNeill to fly low over enemy positions, he successfully evaded enemy ground fire while adjusting the incoming rounds. His outstanding flying ability and devotion to duty are in keeping with the highest traditions of the military service, and reflect great credit upon himself, his unit, and the United States Army.

First Lieutenant McNeill distinguished himself by exceptionally valorous action on 12 April 1968 while serving as a pilot of a O-1 airplane, during a combat mission near Khe Sanh, Republic of Vietnam. While trying to locate and fix the position to a besieged special force long range reconnaissance patrol, Lieutenant McNeill’s airplane came under intense enemy ground fire. Disregarding his own safety, Lieutenant McNeill successfully located the reconnaissance patrol and directed their evacuation. His outstanding flying ability and devotion to duty are in keeping with the highest traditions of the military service and reflects great credit upon himself, his unit, and the United States Army.
