The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Staff Sergeant Robert J. McGovern for extraordinary achievement while participating in more than one hundred hours from 10 March 1945 to 31 March 1945 in unarmed cargo type aircraft over territory in Burma and China, where exposure to enemy fire was probable and expected. Flying troops, equipment, and supplies to the forward areas, these men contributed invaluable assistance to the progress of the Allied Forces in Burma. In the execution of their mission, they displayed a devotion to duty and a degree of efficiency above and beyond that normally expected, thereby reflecting great credit upon themselves and upon the Army Air Forces of the United States.

The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Corporal James E. McGovern for extraordinary achievement while participating in more than one hundred hours of aerial flight from 12 May 1945 to 30 May 1945 over territory in Burma and China where exposure to enemy fire was probable and expected. Flying unarmed transport aircraft through instrument weather over hazardous terrain, these pilots and crew members brought supplies, equipment, and reinforcements to the forward areas. Their devotion to duty and degree of efficiency reflect great credit on themselves and on the Army Air Forces of the United States.
