Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Billie J. Massey for heroism while participating in aerial flight as a Forward Air Controller in Southeast Asia on 10 March 1969. On that date, while flying as a Forward Air Controller in an unarmed aircraft, he directed tactical air strikes in an area of hostile operations that he had discovered and identified as a target complex. By disregarding extremely heavy anti-aircraft fire and a direct hit on his own airplane, he was able to control fighter aircraft in attacks which resulted in the destruction of facilities and equipment of great tactical and intrinsic value to the hostile forces. The outstanding heroism and selfless devotion to duty displayed by Major Massey reflect great credit upon himself and the United States Air Force.
