Citation:  1.) The President of the United States takes great pleasure in presenting the award of the Distinguished Flying Cross to Frank R. Martin, Warrant Officer, WO1, United States Army, Troop C, 7th Armored Squadron, 17th Air Cavalry, Republic of Vietnam, for action dated 6 March 1971 for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty: Warrant Officer Martin distinguished himself by exceptionaly valorous actions while serving as pilot of a troop carrying helicopter conducting Allied troop insertions during a rescue attempt of seven trapped Allies. Heedlessly he faced intense antiaircraft fire, maneuvering his aircraft in the perilous landing zone. With complete disregard for his own personal safety, he made the insertion although suffering heavy damage to his aircraft. Through his courage and sound judgement, he contributed immeasuralby to the success of the operation. His outstanding flying ability and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United states Army.
