Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Sergeant Robert E. Locker, Jr., for extraordinary achievement while participating in aerial flight as a special C-123 Loadmaster in Southeast Asia on 10 May 1970. On that date, he volunteered to fly an extremely hazardous night combat mission while participating in a sensitive top secret operation directed by a staff agency of the United States Military Assistance Command, Vietnam. The mission involved the aerial delivery of specially-trained paratroopers on two geographically separated target areas. His outstanding airmanship was a critical factor in the successful completion of this important combat mission. The professional competence, aerial skill and devotion to duty displayed by Sergeant Locker reflect great credit upon himself and the United States Air Force.
