Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain James E. Leonard for extraordinary achievement while participating in aerial flight. Captain Leonard distinguished himself by meritorious actions on 20 August 1966 in the Republic of Vietnam. On this date, Captain Leonard was flying his aircraft in support of chemical operations against Viet Cong forces. He was highly instrumental in the large scale employment of riot control agent, CS-1. As a result of his timely execution of CS-1, the insurgents were forced to leave their well-fortified positions and in alternatively became lucrative targets for devastating artillery and air strikes. Without regard for his personal safety, Captain Leonard continuously placed himself in perilous situations as the Viet Cong directed unrelenting fire at his aircraft in an attempt to deter him from his mission. Nevertheless, Captain Leonard insured that each delivery of the chemical agent was precise, timely and highly effective. In addition, Captain Leonard recognized the need for a better munitions system. Consequently, he worked long arduous hours to develop and finalize an improved fuse-burster system. Captain Leonard's outstanding display of bold initiative, professionalism and undaunted courage immeasurably contributed to the overwhelming victories of friendly ground and aerial elements against insurgent forces. Captain Leonard's actions are in keeping with the finest traditions of the military service and reflect great credit upon himself, the 1st Infantry Division, and the United States Army.
