Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Second Lieutenant Allen T. Laya for heroism while participating in aerial flight in a helicopter rescue operation in the Republic of Vietnam. Upon seeing a CH-21 helicopter crash, communist Viet Cong forces opened fire at the down aircraft. Realizing there were no combat troops aboard any of the aircraft to secure the area, Lieutenant Laya landed his aircraft at the crash site. Although his aircraft was taken under heavy enemy fire and hit several times, Lieutenant Laya successfully completed his portion of the rescue operation. As a result of his rapid decision and complete disregard for his own personal safety, the lives of the American crew aboard the downed aircraft were saved and recovery of the weapons, ammunition and equipment was made possible. Lieutenant Lay's actions were in keeping with the highest traditions of the military service, and reflect great credit upon himself and the United States Army.
