Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade, Martin Lally for heroism and extraordinary achievement in aerial flight as Pilot of a Fighter Plane in Fighting Squadron Nine, attached to the U.S.S. Yorktown, in action against enemy Japanese forces in the vicinity of Kyushu and the Ryukyus from March 28 to June 3, 1945. Participating in twenty missions during this period, Lieutenant, Junior Grade, (then Ensign) Lally contributed materially to the success of his squadron and to the infliction of extensive damage to hostile shipping, airfields, and installations in these areas. His gallant devotion to duty was in keeping with the highest traditions of the United States Naval Service.
