Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Robert L. Kimball for extraordinary achievement while participating in aerial flight as a Forward Air Controller near Quan Loi, Republic of Vietnam, on 13 November 1969. On that date, Captain Kimball was scrambled at twilight in support of a troops-in-contact situation, and reached the target area in minimum time. While waiting for immediate air support, he directed artillery fire, blocking possible hostile escape routes. The fighters arrived and were expeditiously briefed as he marked the target. Although subjected to heavy ground fire, he continued to adjust the placement of the fighters' ordnance until all bombs had been dropped. As a result of his action, the contact was broken, thus preventing further United States casualties. The professional competence, aerial skill, and devotion to duty displayed by Captain Kimball reflect great credit upon himself and the United States Air Force.
