Citation:  1.) The President of the United States takes pleasure in presenting the award of the Distinguished Flying Cross to Howard W. Bard, Technical Sergeant, Army Air Forces, for extraordinary achievement while serving as crew member of a B-24 airplane on anti-submarine patrol, 28 July 1943. Sergeant Bard, exhibiting a high degree of vigilance, observed a surface U-Boat and with firm determination immediately pressed home the attack, despite intense and accurate anti-aircraft fire during engagement. Although the airplane sustained serious damage, its crew by skillful maneuvering and well aimed depth bombs and gunfire succeeded in destroying the submarine. The courage and professional skill displayed by Sergeant Bard on this occasion reflect the highest credit upon himself and the Armed Forces of the United States.
