Citation:  1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Lynn 0. High for heroism while participating in aerial flight on 22 August 1968. On that date, Lieutenant High scrambled. to provide air support to friendly forces under heavy attack by a battalion of hostile troops. The friendly troops were unable to return to their permanent base camp and had established a forward night defensive perimeter. Lieutenant High attacked the hostile force, accurately delivering his ordnance directly into their positions and turning the tide of the battle. The outstanding heroism and selfless devotion to duty displayed by Lieutenant High reflect great credit upon himself and the United. States Air Force.

2.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross (First Oak Leaf Cluster) to Captain Lynn 0. High for heroism while participating in aerial flight as an F-4D Aircraft Commander against an opposing armed force over Hanoi, North Vietnam, on 10 May 1972. On that date, Captain High, flying as aircraft Commander of Biloxi One element, equipped with the highly sophisticated laser target designator, led his element of F-4 aircraft in a coordinated assault against the Paul Doumer Bridge. Despite an awesome, well coordinated, balanced threat of antiaircraft artillery, surface-to-air missiles, and hostile aircraft, Captain High directed his element in a completely successful attack on this vital logistical link, evading the deadly defensive network, and dropping an entire span in the river below. Captain high displayed outstanding skill and professional dedication in directing the weapons accurately on target. The outstanding heroism and selfless devotion to duty displayed by Captain High reflect great credit upon himself and the United. States Air Force.

3.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross (Second Oak Leaf Cluster) to Captain Lynn 0. High for extraordinary achievement while participating in aerial flight as an F-4 Instructor Pilot near Quang Khe, North Vietnam on 28 December 1972. On that date, Captain High was directed to operate over Route Package One, North Vietnam as a fast Forward Air Controller, and to locate, mark, and direct strikes against targets of opportunity. Despite the high threat of surface-to-air missiles, hostile aircraft, and antiaircraft artillery, Captain High repeatedly made low passes to acquire the targets, mark them for the strike flights, and assess the bomb damage. Captain High’s superior performance under these hazardous conditions resulted in the destruction of a railroad bridge and four railroad cars carrying supplies to hostile forces operating in South Vietnam. The professional competence, aerial skill, and devotion to duty displayed by Captain High reflect great credit upon himself and the United. States Air Force.

4.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross (Third Oak Leaf Cluster) to Captain Lynn 0. High for extraordinary achievement while participating in aerial flight as an F-4 Aircraft Commander over Southeast Asia on 24 July 1972. On that date, while operating as a Fast Forward Air Controller, Captain High successfully located a high priority storage depot and transhipment point and eight surrounding antiaircraft artillery sites. In the three hours that followed, Captain High directed the complete destruction of the eight antiaircraft artillery sites and the entire depot and transhipment area including numerous vehicles carrying on operations there. During the performance of his duty, Captain High repeatedly made low altitude, high speed passes in the area subjecting himself to numerous rounds of antiaircraft artillery.
