Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Robert D. Harvey for heroism while participating in aerial flight as a Wild Weasel flight lead during Operation Desert Storm on 19 January 1991. His outstanding employment of high speed anti-radiation missiles prevent4ed any combat losses during the 40-aircraft strike package's attack against the Kirkuk airfield complex. Captain Harvey's decisive leadership in suppressing particularly dense surface-to-air missile defenses was singularly responsible for a direct hit on the radar guiding missiles towards the strike aircraft. He further made numerous critical calls to flight members to avoid dense anti-aircraft artillery batteries engaging the strike package from ingress to egress back across the border. His unmatched ability to lead defense suppression employment was a key factor in the eventual victory of allied forces and the overwhelming defeat the Iraqi military force. The outstanding heroism and selfless devotion to duty displayed by Captain Harvey reflect great credit upon himself and the United States Air Force.
