Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Lieutenant Virgil E. Fuller for heroism and extraordinary achievement in aerial flight as Pilot of an Escort Fighter Plane in Composite Squadron Eighty three, attached to the U.S.S. Sargent Bay, during operations against enemy Japanese forces in the vicinity of the Volcano and the Ryukyu Islands, from February 16 to April 2, 1945. Completing twenty strikes during this period, Lieutenant, Junion Grade, Fuller contributed materially to the success of his squadron in inflicting extensive damage on the enemy. His airmanship and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
