Citation:  1.) The President under the provisions of the .Act of Congress, approved 2 July 1926 Reason: For heroism while participating in aerial flight as evidence by voluntary actions above an beyond the call .of duty in the Kingdom of Laos. Captain Frazier distinguished himself by exceptionally valorous actions on 21 March 1971, while serving as Aircraft Commander with 71st Aviation Company. On that date, his unit was involved in an emergency re-supply mission into embattled RVN Fire Base Delta. As he approached the base his craft came under a devastating volume of enemy anti-aircraft and small arms fire. Disregarding the intense enemy fire, he continued into the fire base. He had successfully landed and unloaded his supplies, when the craft came under intense .51 caliber machine gun fire. In the initial burst of hostile fire, Captain Frazier's co-pilot was wounded causing the aircraft to go out of control Captain Frazier reacting immediately regained control of the aircraft and successfully returned to Khe Sanh. His timely and courageous actions and expert flying ability expert flying ability undoubtedly save the fire base from being overrun and served as great inspiration to other members of his unit. Captain's Frazier's personal heroism, professional competence and devotion to duty are in keeping with the highest traditions of the military service and reflects great credit upon himself, the 23d Infantry Division., and the United States Army.
