Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Oscar W. Frazer for extraordinary achievement while participating in aerial flight as an F-105 Pilot over North Vietnam on 1 September 1966. On that date, Captain Frazer succeeded in destroying two hostile flak sites located near a vital petroleum storage area. As the other flight members were attacking and destroying the target, Captain Frazer observed them being engulfed in heavy flak. With complete disregard for his own safety, Captain Frazer attacked and silenced the flak sites. The professional competence, aerial skill, and devotion to duty displayed by Captain Frazer reflect great credit upon himself and the United States Air Force.

2.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Oscar W. Frazer for extraordinary achievement while participating in aerial flight as a combat crew member in Southeast Asia on 7 January 1967. On that date, while under intense and accurate fire from unfriendly forces, Captain Frazer demonstrated courage, undaunted determination, and superior skill in pressing home devastating air attacks against hostile positions. Persevering in the face of danger and death, he relentlessly and effectively aided in neutralizing the hostile forces. The professional competence, aerial skill, and devotion to duty displayed by Captain Frazer reflect great credit upon himself and the United States Air Force.
