Citation:  1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Stuart A. Frazer for extraordinary achievement while participating in aerial flight as a C-7A Pilot near Dong Tre and Ha Tay, Republic of Vietnam on 8 May 1968. On that date, Lieutenant Frazer was flying a tactical emergency mission shuttling desperately needed reinforcement troops between Dong Tre and Ha Tay. In spite of hostile ground fire which seriously damaged his aircraft and extremely adverse weather and runway conditions Lieutenant Frazer completed four shuttles, thus materially aiding the allied success in the Ha Tay area. The professional competence, aerial skill, and devotion to duty displayed by Captain Frazer reflect great credit upon himself and the United States Air Force.

2.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross (Second Oak Leaf Cluster) to Captain Stuart A. Frazer for heroism while participating in aerial flight as an A-37 Pilot in Southeast Asia on 1 December 1971. On that date, Captain Frazer led his flight of A-37's in support of allied troops who were isolated and in grave danger of being overrun by a large hostile force. Ignoring intense ground fire from antiaircraft gun positions, Captain Frazer led his flight on repeated passes neutralizing the hostile positions thus allowing the allied forces to consolidate their positions. Many allied lives were saved as a result of this action. The outstanding heroism and selfless devotion to duty displayed by Captain Frazer reflect great credit upon himself and the United States Air Force.
