Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Ronald R. Fogleman for extraordinary achievement while participating in aerial flight as an F-100F Forward Air Controller operating over Southeast Asia on 12 January 1969. On that date, Captain Fogleman responded to a May Day call from a fellow Forward Air Controller who had been hit by antiaircraft artillery fire. Through precise navigation he was able to position his aircraft over the two crew members immediately after they ejected. Disregarding hostile ground fire he made numerous suppressive passes over the downed aircrew members while vectoring rescue helicopters to the area. His courage, aggressiveness, and directions were instrumental in saving both downed pilots from imminent capture and possible death. The professional competence, aerial skill, and devotion to duty displayed by Captain Fogleman reflect great credit upon himself and the United States Air Force.

2.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross (First Oak Leaf Cluster) to Captain Ronald R. Fogleman for heroism while participating in aerial flight as a Forward Air Controller in Southeast Asia on 15 February 1969. On that date, Captain Fogleman flew a mission in support of an aircrew downed by hostile ground fire. With complete disregard for his personal safety, Captain Fogleman made repeated passes through intense ground fire to mark hostile gun positions which were blocking rescue attempts. His unwavering calm and courage in directing other aircraft resulted in the suppression of the hostile fire and the successful recue of the downed aircrewman. The outstanding heroism and selfless devotion to duty displayed by Captain Fogleman reflect great credit upon himself and the United States Air Force.
