Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Technical Sergeant Frank N. Goggans for extraordinary achievement while participating in aerial flight as a C-130E Flight Engineer at A Shau Valley, Republic of Vietnam on 16 September 1969. On that date, Sergeant Goggans flew air emergency resupply airdrop of vitally needed supplies to the Army’s First Air Cavalry unit which had engaged the enemy during a search and destroy mission in the A Shau Valley. Several essential computations were quickly and accurately made by Sergeant Goggans which ensured the success of this vital airdrop mission. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Goggans reflect great credit upon himself and the United States Air Force.

2.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross (First Oak Leaf Cluster) to Technical Sergeant Frank N. Goggans for extraordinary achievement while participating in aerial flight as a C-130E Flight Engineer, Seventh Airborne Command and Control Center, Udorn Royal Thai Air Force Base, Thailand, on 1 March 1972. On that date, Sergeant Goggans' aircraft experienced serious propeller fluctuations in one engine. This difficulty was experienced while orbiting over hostile territory in icing conditions. Through Sergeant Goggans' outstanding knowledge of the aircraft systems and his skillful diagnosis of this particular problem, the engine was safely shut down, averting a more serious condition· and insuring a safe recovery at home station. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Goggans reflect great credit upon himself and the United States Air Force.
