Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain James R. Garner for heroism while participating in aerial flight evidenced by voluntary action, above and beyond the call of duty in support of Army of the Republic of Vietnam troops in Laos. Captain Garner distinguished himself on 11 March 1971 while serving as Pilot of a CH-47 cargo helicopter during an emergency resupply mission in Laos. On his final approach to the beleaguered landing zone, Captain Garner's aircraft came under intense hostile anti-aircraft fire from numerous enemy positions. Realizing the importance of the mission, he continued his descent through the enemy fire and successfully resupplied the beleaguered ground troops. His actions enabled the ground element to repel the enemy assault. Captain Garner's outstanding flying ability and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
