Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Phillip B. Collins for extraordinary achievement while participating in aerial flight as a RC-130 Aircraft Commander, 556th Reconnaissance Squadron Detachment, Southeast Asia, and as a DC-130 Aircraft Commander, 100th Strategic Reconnaissance Wing, Operating Location 20, Southeast Asia on 15 August 1970. On that date, Major Collins' exceptional initiative and professional skill enabled him to complete an extraordinarily difficult and important mission. The professional competence, aerial skill and devotion to duty displayed by Major Collins reflect great credit upon himself and the United States Air Force.
