Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain William D. Carr, Jr., for heroism while participating in aerial flight as a Naval Flight Officer of jet aircraft attached to Marine All Weather Squadron Two Two Four embarked in USS Coral Sea (CVA-43). On 9 June 1972, Captain Carr was the lead Bombardier/Navigator of a twenty-four plane, coordinated air wing strike against the Thanh Hoa Petroleum Products Storage and Shipment area, North Vietnam. Captain Carr expertly navigated his division through poor weather, heavy enemy anti-aircraft artillery fire and a high surface-to-air missile threat environment to his assigned target. Despite heavy opposition, he calmly and professionally provided his Pilot with attack parameters which materially aided in the placement of all bombs directly on target, igniting three large explosions and seven medium explosions. Captain Carr's outstanding airmanship and courage under fire reflect great credit upon himself and in keeping with the highest traditions of the United States Naval Service.
