Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Harold K. Carney for extraordinary achievement while participating in aerial flight as a C-123K Aircraft Commander at Quan Long Forward Operating Base, Republic of Vietnam on 1 May 1971. On that date, Major Carney was flying a resupply mission carrying fuel to the helicopter gunships at the base. Extremely hazardous weather forced Major Carney to fly at low altitude over high threat areas, subjecting the aircraft to hostile ground fire. Upon receiving numerous hits in the aircraft, Major Carney initiated evasive actions to avoid further damage to the aircraft or injury to the crew. The professional competence, aerial skill, and devotion to duty displayed by Major Carney reflect great credit upon himself and the United States Air Force.
